It is Ord that the County aforesaid
shall be laid off in Road Districts as follows that
is to say all that part of said County lying
west & North west of Flint River be known &
uncluded in Road district No 1 & all that part
of said County lying East & North east of Flint
River that is to say all that part of the fifteenth
district all the Twentieth Dist. & the Twenty first
& so much of the Twenty second district as lies
opposite the Twentieth dist. be known & included
in Road Dist No 2 & all the Sixteenth District &
nineteenth dist & so much of the Twenty second &
Twenty third district as lies opposite the nineteenth
district be known & included in Road district No [3]
& all the seventeenth Dist & Eighteenth Dist & so

viewing the ground aggreeable to the above
petition & report accordingly
Whereas John Jones of said County Petitions for a Road
leading from fort hughes to the nearest & direct way to
pass at or near William Hawthorns then leading
to wards Oclockney at or near William Halls so
as to intersect Coffers Road at the most convenient[?] place
It is ordered that William Powell John Jones &
Wm Hawthorn be appointed as discrete persons

Jacob Harrel was listed as the coroner in the murder trial of Rowland Tate. |
- "According to the minutes of Book "A," page No. 1, the court was convened on January 10, 1825, but was dismissed immediately by Judge Thad G. Holt 'as there being nothing of note before the court except the appearance docket being called over.'
Ten days later, however, the new county had a first class murder mystery on its hands as is shown by a verdict of a coroner's jury found among some old papers. This verdict, of course, was not recorded on the minutes, but has been found among some other old papers in the office.
The verdict tells its own story as follows:
'Georgia
Decatur County
We the jury after having taken the oath required of us by law and examined the body of Rowland Tate we find that the said Tate was killed by a ball being shot in his breast and the ramrod of a gun being shot through his breast and coming out at his back which rod was still in him at examination and was pulled out by one of the jury after having retired and having called Sarah Chester and she being sworn saith on oath that she heard one Alexander Lowrimore say on the tenth of January that Tate would be killed and further the deponent saith not. Then having called Daniel Graham who being duly sworn saith on oath that he was lying on his bed awake on the morning of the twentieth of this month in the house of Rowland Tate and hearing some noise at the door and looked, and saw the muzzle of a gun in the door which fired instantly and killed said Tate and the deponent further saith that it was about one hour before day and that he saw the glimpse of some person at the door by the help of a large fire in the chimney place before which said Tate was lying on a bench and that he believes the person he saw to be one Alexander Lowrimore and further more the deponent saith not. We the jury after inquiry find that the persons present or in the house at the time were Daniel Graham, Sarah Tate, Ann Tate and three children and we the jury believe that the said Tate was willfully murdered by some person and according to evidence we cannot in the position find who is the murderer of said Tate. With one voice we all say that this is a true presentment of our proceedings in the above case. This 20th January, 1825. William Chester, foreman, Abednego McGinty, Malachi (his mark) Kelly, Abel (his mark) Chester, John (his mark) Hazzard, William (his mark) Kelly, Jacob (his mark) Miller, Martin (his mark) Rich, Levi Owens, John Spann, William Taylor, Patrick Yawn, Jacob (his mark) Harrel, coroner.'
The suspect was duly indicted at the June term of the court, called by Judge Holt. The full text of this true bill (the only one found at that term) would bore readers of this article but it is interesting to note some of the phrases used by Solicitor General James N. Bethune, these phrases not now generally used by prosecuting attorneys.
He accuses Alexander Lowrimore of said county with the offense of wilfull murder 'for that the said Alexander Lowrimore not having the fear of God before his eyes but being moved and seduced by the instigation of the devil on the twentieth day of January at night, etc.' In the body of the indictment the solicitor went into such minute detail that he even alleged the value of the gun at ten dollars.
Winding up in a flurry of high sounding phrases the solicitor says 'feloniously, willfully and of his malice aforethought did kill and murder to the great displeasure of Almighty God, to the evil example of all others in like cases offending and contrary to the laws of said state the good order, peace and dignity thereof.' Parts of that are, of course, retained.
The final outcome of this mystery is not revealed to us by the minutes or other records, and it is not known whether the defendant was even arrested."
